August 7, 2025 – Manila, Philippines – In a landmark move for the country’s regulated online gambling sector, nineteen licensed operators have officially launched the PlaySafe Alliance of the Philippines. This newly formed industry association is committed to responsible gaming, strict regulatory compliance, consumer protection, and the fight against illegal gambling.
The agreement was formalized during an initialing ceremony held at Ascott Bonifacio Global City in Taguig. The Interim Council is composed of leading PAGCOR-licensed companies, including DigiPlus Interactive Corp. (BingoPlus, ArenaPlus, GameZone), World Platinum Technologies Inc. (KingPH, LuckyPH, QueenPH), Trojans Well Entertainment Corp. (Bet88), Gavin Ventures Inc. (OKBet), Playmate Leisure Solutions Corp. (PlayTime), Stotsenberg Leisure Park & Hotel Corp. (Casino Plus, Perya Plus), Jade Entertainment and Gaming Technologies Inc. (Jade Sportsbet), Meta Interactive Software Solutions Inc. (123Go), and Enigma Software Solutions Inc. (Patokbet).
The launch of the PlaySafe Alliance comes at a critical time as the Philippine online gambling industry undergoes a comprehensive review by lawmakers, regulators, and industry leaders. The discussion centers on how to balance public welfare with the sector’s economic contributions.
According to Mike Defensor, spokesperson for the alliance and president of World Platinum Technologies Inc., the real threat is the illegal online gambling market. He stressed that unlicensed platforms operate without oversight, allowing minors to participate, evading taxes, and ignoring regulations.
“Currently, it is estimated that 70% of the online gambling market is illegal, with only 30% operating legally under regulation and paying taxes,” Defensor noted. “Strict regulation and support for licensed operators are essential to ensure safe, responsible, and fair gaming for all.”
In its early phase, the PlaySafe Alliance of the Philippines will focus on five key priorities. These include close collaboration with PAGCOR to improve industry oversight, particularly in marketing and advertising compliance.
The group also aims to strengthen responsible gaming measures by implementing robust KYC procedures, age verification systems, and self-exclusion programs to protect vulnerable players.
Another major thrust is the campaign against illegal gambling, where the alliance will launch deterrent initiatives to discourage unlicensed operations. They will also lead consumer education campaigns, informing the public about safe gambling practices and the risks of unregulated platforms.
Finally, the alliance plans to invest in nationwide programs for gambling harm prevention and addiction treatment, including the establishment of a 24/7 National Gambling Helpline.
Eusebio Tanco, chairman of DigiPlus Interactive Corp. and a founding member of the alliance, emphasized that the initiative is about collaboration, not competition.
“By working as one, we can make Philippine online gambling more secure, transparent, and beneficial to both players and the nation,” Tanco said.
The PlaySafe Alliance will soon elect its officers and form strategic committees focusing on player protection, advertising governance, financial risk control, and anti-illegal gambling measures. An independent advisory panel with local and international experts will also be established to provide guidance on regulation, public health, fintech, and consumer rights.
In addition to its core founding members, several other licensed operators have already joined the alliance. These include Arden Consult, GoTech Entertainment Inc. (Filbet), IGO Digital High Technology Inc. (iGO, PremyoFun), NEMO Interactive Group Corporation (Fairplay, Arionplay), Nextstage Entertainment Inc. (ANIBET), RAC Phil Corp. (LakiWin), Silver Goose 8 International Inc. (SG8), Skyline Nexus Corporation (Juan365), Webzoid System Solutions Corporation (Go Play Asia), and Xn Solutions Inc. (MegaPerya).
The Interim Council has opened its doors for additional licensed operators interested in joining the cause for safer and more regulated online gambling in the Philippines.
