“Regulation is the path to player protection. It’s the only way to safeguard players, preserve jobs, and close the door on illegal platforms operating without oversight,” said DigiPlus Chairman Eusebio Tanco.
DigiPlus, the operator behind BingoPlus, ArenaPlus, and GameZone, emphasized that many proposed safeguards are already embedded within its platforms. All users undergo strict Know Your Customer (KYC) verification, including government ID checks and age verification.
Since November 2024, responsible gaming features have been accessible to all users. These include deposit limits, self-exclusion options, and cooling-off periods, which are designed to prevent harmful gaming behavior.
Beyond its current measures, DigiPlus is rolling out new initiatives to further protect players. These include:

In July 2025, DigiPlus will launch in-app community spaces to engage players in conversations about responsible gaming and provide peer support. The company also ensures that responsible gaming content is no longer treated as fine print but is integrated into the core user experience across its platforms.
DigiPlus complies with existing advertising restrictions and is revising its promotional strategies to align with new government guidance. Its marketing mandate prohibits targeting minors, avoids depictions of wealth or urgency, and excludes any messaging that could be viewed as predatory.
Additionally, the company has partnered with NGOs and civil society groups to promote financial literacy and digital responsibility among Filipino players, demonstrating efforts beyond what current laws require.
DigiPlus clarified that these initiatives are not mere reactions to regulatory pressure but part of its long-term strategy to build a responsible gaming ecosystem. Investments in data science, player support systems, and compliance technologies are considered essential for fostering trust and transparency.
The company also fully supports updated legislation, particularly around more substantial penalties for illegal operators and clearer advertising standards.
DigiPlus urged policymakers to consider the consequences of a total ban. According to the company, banning licensed platforms does not eliminate demand; instead, it drives players to unregulated black markets, where there are no protections, taxes, or accountability.
A well-regulated environment, in contrast, protects players, generates billions in government revenue, and sustains over 40,000 jobs across various sectors, including tech, marketing, entertainment, customer service, and compliance.
“With the right rules in place, the Philippines can be a model for safe, transparent online gaming in Asia,” Tanco added. “We are ready to work hand-in-hand with regulators, legislators, and community groups to make that vision real.”
